La década del ‘70 marcó el inicio de una verdadera lucha política por parte de los ambientalistas, quienes fueron radicalizando cada vez más sus discursos ante la falta de respuestas por parte de los gobernantes.

Por la deuda, cada hombre, mujer y niño en EU debe $47 mil


Por estos días se habla de la deuda de Estados Unidos y la forma de achicarla. Los números son tan grandes que cuesta entenderlos. Aquí, una ayuda: Si el número estratosférico se dividiera ahora entre los habitantes del país, cada hombre, mujer y niño adeudaría casi $47 mil.

Dos siglos después del nacimiento de Estados Unidos, la deuda nacional había llegado a casi un billón de dólares. Era 1981 y Ronald Reagan acababa de asumir como presidente. Apenas tres décadas después, la cifra ha crecido a 14 billones de dólares, y abundan las recriminaciones mutuas. Tanto los republicanos como los demócratas han incidido en que esa cifra llegue a semejante nivel.

Y en lo que está tomando los tintes de la próxima guerra económica, el presidente Barack Obama ha pedido al Congreso autorizar nuevos préstamos una vez que la creciente deuda de la nación se acerca rápidamente a los $14.3 billones -el tope fijado por el Congreso-, algo que según el Departamento del Tesoro ocurrirá a más tardar el 16 de mayo.
Los líderes de ambos partidos reconocen que si no se aumenta ese tope, el gobierno podría verse obligado a incumplir algunas de sus obligaciones -por ejemplo el pago de intereses sobre bonos y certificados del Tesoro-, lo que tendría consecuencias muy adversas, incluso la de sumir la economía otra vez en una recesión.
Los republicanos insisten en culpar a Obama y a los demócratas en el Congreso, citando un cuantioso gasto que, afirman, ha hecho poco por poner fin a la recesión o por generar empleos. Lo demócratas responden que el escenario de la ruina fiscal fue preparado por el ex presidente George W. Bush, quien hizo grandes recortes en los impuestos para favorecer a los más ricos, además de lanzarse a dos guerras y a un programa de suministro de medicamentos para los ancianos, el cual no contaba con los fondos suficientes.

'Desviamos el camino' durante los años de Bush, afirmó Obama el miércoles, mientras daba sus propias sugerencias para mitigar las preocupaciones presupuestarias del país en el largo plazo, una medida que, según el gobierno, allanaría también el camino para una votación sobre el límite de endeudamiento.

De hecho, el gasto superó por mucho los ingresos tanto en los años de Bush como en los de Obama. Y el principal motivo, además del gasto bélico, fue la devastadora recesión vivida entre el 2007 y el 2009, que no sólo derivó en que los gobiernos de Bush y Obama erogaran cientos de miles de millones de dólares para enfrentar la crisis, sino que derivó también en un desplome de la recaudación fiscal, pues se hundieron los ingresos de individuos y empresas.

Las razones principales de los grandes aumentos en la deuda nacional en los años por venir serán las crecientes obligaciones en materia de Seguridad Social, Medicare, Medicaid y otros programas sociales, a medida que millones de estadounidenses se jubilan.

El Congreso ha elevado el límite de la deuda 10 veces tan sólo en la última década. La ocasión más reciente fue en febrero del 2010. Pero este año, se halla en juego algo más importante, pues los republicanos y algunos demócratas han advertido a Obama que no votarán para incrementarlo a menos que el gobierno acceda a límites obligatorios sobre el gasto futuro.

Con este marco, Obama respondió el miércoles a los planes presupuestarios republicanos con una serie de propuestas propias que consideró más equilibradas. Incluyen recortes amplios al gasto, incrementos de impuestos dirigidos a los ricos y un mecanismo de contingencia para reducir de manera adicional y más amplia las erogaciones y elevar los gravámenes si el déficit no se modera para el 2014.

'Ello debería ser un incentivo para que actuemos ahora con firmeza, en vez de seguir prolongando nuestros problemas', dijo Obama. Sin embargo, su plan enfrentaba varias dificultades, ante la oposición de los republicanos a incrementar los impuestos, y frente a las quejas de algunos demócratas, quienes consideran que los recortes en los egresos son demasiado drásticos.

El Partido Republicano tiene ahora la mayoría en la Cámara de Representantes, después de las elecciones de noviembre pasado, las cuales fueron consideradas por muchos de los ganadores y por los activistas del grupo ultraconservador 'tea party' como un mandato para realizar recortes profundos al gasto gubernamental.

'Nuestra gente no votará por incrementar el límite de deuda a menos que demos pasos serios en la dirección correcta', dijo el líder de la Cámara de Representantes, el republicano John Boehner. Después de una reunión con Obama, realizada el miércoles en la Casa Blanca con el fin de ver el discurso, Boehner expresó: 'Creo que el presidente nos ha escuchado fuerte y claro'.

Coincidió en que la aprobación de una extensión del límite de deuda es sumamente importante. 'Incumplir nuestras obligaciones de deuda es una mala idea', consideró Boehner, quien sin embargo insistió en que un alza en los impuestos no será parte de ningún acuerdo para aliviar esa carga. La cifra refleja el endeudamiento acumulado por el gobierno estadounidense. Hasta el miércoles, se ubicaba en $14.27 billones. O sea, casi $47 mil por cada hombre, mujer y niño que vive en Estados Unidos.

Unfortunately, losing the ability to detect the subtle social clues that help you know when you’re being doused with sarcasm or even dissed with a big fat lie may actually be an early warning sign of dementia, according to a new study by researchers at the University of California, San Francisco.
The scientists, who reported their findings at a recent meeting of the American Academy of Neurology, have discovered that a certain type of neurodegenerative disease may chip away at the ability to understand the social, physical and verbal cues that help people recognize indirect language, such as sarcasm, and even deceit.
“These are the patients who fall for all the online scams, and lose all their money, because they just don’t get the lie,” said lead author Katherine Rankin, a neuropsychologist in the UCSF Memory and Aging Center, who led the new study. “They don’t understand sarcasm. They would think 'The Colbert Report' is real.”
Rankin and her team focused on a a specific type of neurodegenerative disease called frontotemporal dementia, or FTD, a group of disorders in which patients can experience behavioral symptoms such as personality changes, a loss of inhibition and social tact as well as language difficulties, such as an inability to understand words. They found that the disorder appears to increase gullibility as well.
To compound the problem, FTD is often misdiagnosed as depression or even a severe midlife crisis, Rankin said. Though it’s tough to get an accurate estimate, the UCSF scientists estimate that FTD is the most common dementia diagnosed in patients under the age of 60, and as common as Alzheimer’s disease among patients age 45 to 64.
In the study, Rankin and her colleagues made use of The Awareness of Social Inference Test, or TASIT, which uses videotaped subtle-as-a-sledgehammer scenarios of people lying or being sarcastic.
 
If it proved true, the scientists reasoned, the inability to understand sarcasm and recognize lies could then provide another diagnostic clue to help doctors spot FTD.
The UCSF study included 175 participants, 103 people with various dementias, including all forms of FTD, and a control group of 72 healthy older adults, who showed no signs of neurological problems.
Healthy subjects easily spotted sarcasm The healthy individuals could easily identify the lies and sarcasm. Patients with Alzheimer’s disease also could quickly recognize lies, though the sarcastic scenarios were harder for them to detect. However, patients with FTD couldn’t recognize either the sarcastic scenarios or the lies.
Brain imaging studies showed that the left lateral orbitofrontal cortex, a part of the brain associated with predicting punishment, was involved in patients’ inability to understand deceit. The finding suggests the basic fear of doing something wrong, like lying, stays intact in most dementias, but gets lost in FTD, even in its initial stages, said Rankin.
Interpreting the type of  sarcasm used in this study — which was more complex than simply hearing the annoyed voice of a teen sighing "duh" — required large parts of both temporal lobes, including brain areas that help a person understand emotions and social concepts, like what “sarcasm” actually is. 
“Brain and behavior correlation is very important, especially the brain areas affected by this disorder,” said Dr. Alan Lerner, director of the Memory and Cognition Center at University Hospitals Case Medical Center in Cleveland. “This is important work because it can help us identify patients earlier. Too many are missed.”
Indeed, Rankin hopes that medical professionals will start to look at the inability to recognize lies and sarcasm as an FTD symptom, rather than a peculiarity of aging.
Currently, FTD treatment is focused on symptom management and lifestyle changes. But clinical trials focused on new disease-modifying medications look promising, said Rankin.
“Right now, identifying the problem early and seeing the right specialist can really help the patient and family learn how to cope,” she said. “Our ability to understand lies and sarcasm, well, those are basic things that help us connect with other people, and when that’s lost, it can be devastating."
